Why the raise shrinks

The marginal rate takes a larger bite than people expect

Finnish earned-income tax is progressive: every additional euro is taxed harder than your salary on average. A pay rise should therefore be judged against your marginal tax rate — what the next euro earned is taxed at — rather than your overall tax percentage.
